Billy Ralph Oliphant, born May 4, 1938 in Higginsville, MO, passed away March 5, 2013 at the age of 74 in Conroe, TX. He is survived by his loving wife Frances of 53 years; daughter Terri Montgomery and husband Doug; son Jason Oliphant and wife Tara; grandchildren: Josh Montgomery and wife Ashley, Chance Montgomery and wife Rachel, Bailey Oliphant, Cory Fay, and Cody Fay; great grandchildren Samantha Montgomery, Emilee Montgomery, Gage Montgomery, and Maecee Montgomery; brother Jim Oliphant and wife Velvet; brother Rodney Oliphant and wife Ladonna; sister Fernie Bretch; sister Judi Jackson; numerous nieces, nephews, cousins and friends; and Bill's faithful dog Archie. Bill was preceded in death by his parents James R. and Laverne Oliphant; brother Merwyn Oliphant; and sister Rosalie Oliphant. Bill graduated from Higginsville High School in Missouri in 1956 and served in the U.S. Army. He was one of the founding members in 1967 of the Cut-N-Shoot Volunteer Fire Department, and served as the Assistant Fire Chief for 11 years, from 1971 to 1982. Bill worked for AT&T for 4 years, then with Southwestern Bell Telephone until he retired with them after 30 years. He then went on to work for Builders Electric for 10 years. Bill was a Councilman for the City of Cut and Shoot from July 1979 to May 2010. Bill loved his church and church family at Trail of Life Cowboy Church where he served as trustee. In lieu of flowers, the family would like to request donations to be made to the Trail of Life Cowboy Church Building Fund, as it is Bill's desire to see the church grow. He is dearly loved and will be missed by so many. The family would like to give a special thanks to Shellie and Stacy with Odyssey Health Care, and to Dr. John Bock for all the special care given to Bill. Visitation with the family will be held Friday, March 8 from 6-8 PM at Sam Houston Memorial Funeral Home in Willis. Funeral Services officiated by Pastor Josh Henry and Pastor Robert Nichols are scheduled for Saturday, March 9 at 10 AM in the Chapel at Sam Houston Memorial Funeral Home in Willis, with burial following at the New Bethlehem Cemetery in Cut & Shoot.
